The Oracle BI Server is the heart of an OBIEE system, and provides the query generation, security, caching and data integration capabilities of the product suite. The BI Server has an analogy in the Oracle Database in that it has various components (the Navigator, Cache Services, Execution Engine, Load Balancer, Session Management) that handle a query when it comes in, ensures query performance and handles large, concurrent groups of users.
